It's saying that those who, themselves, receive Him, those who themselves believe on Jesus' name, to these God gives the power to become His children.

I’ve asked you a few questions regarding scripture, if you post scripture you should be able to explain it’s meaning as the Spirit should have brought you to it’s understanding?

Why aren’t you receiving Gods witness His Living Holy Spirit?
When I explained that the Spirit testifies with our spirit that we are Gods children ..you denied that was the Living birth did you not?
The Spirit talks/ testifies Gods truth as he’s indwelling our spirit...where do you think God given faith manifests itself?

How could you possibly know that the Bible is Gods word?

Whose Spirit gives birth to our spirit..do you think that you can read the spiritual birth into existence?
Also..this is how we are Born Of The Spirit.

13) Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.
As many as received Him - active voice verb, the person himself does this
that believe on his name - another active voice verb, the person himself does this.
To them - this is the prerequisite, that you receive him, believing on his name
These are those to whom God gives power to become children of God.
If what you believe the Spirit is speaking to you is not in complete agreement with this written Word, that that inner voice disagrees with God's revelation to us. Don't just brush this off.

What did that scripture tell you?
Can you see the wind?
Can you see God’s witness His Living Holy Spirit?
Can / did you see God’s witness when he brought your spirit Alive in Christ and made you one with the Spirit?
The Spirit testifies with our spirit that we are Gods children...how does he do that, just by reading the written word?
Or by his supernatural power when Spirit gives birth to spirit?
