We see these people doing what is either demon possession or false meaningless sounds and made up gibberish, or worse.

This is not from God. They make up words, say they are "slain in the Spirit" and fall or cackle with what they call "holy laughter" or go around making animal sounds or roaring like if they are lions.
Are these things really from the Holy Spirit, or from another origin. Is this identical with what the Apostle Paul himself experienced and spoke gratefully about? Lets look in 1 Corinthians 14, where he says in verse five that he would like for believers to speak in tongues.
1 Corinthians 14:5
I would that ye all spake with tongues but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying.
Notice he says "that the church may receive edifying."
Then look at verses 26-27:
1 Corinthians 14:26-27
26 How is it then, brethren? when ye come together, every one of you hath a psalm, hath a doctrine, hath a tongue, hath a revelation, hath an interpretation. Let all things be done unto edifying.
27 If any man speak in an unknown tongue, let it be by two, or at the most by three, and that by course; and let one interpret.
Notice again it says "Let all things be done unto edifying."
But we also have verse 39 which says to not forbid speaking in tongues, but the next verse adds something important.

39 Wherefore, brethren, covet to prophesy, and forbid not to speak with tongues.
40 Let all things be done decently and in order.
It cannot be said these sounds and words and actions follow what is given, "Let all things be done decently and in order."
Then look at what happened Pentecost when the Holy Spirit came upon them..
Acts 2:1-10
1 And when the day of Pentecost was fully come, they were all with one accord in one place.
2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven.
6 Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.
7 And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?
8 And how hear we every man in our own tongue, wherein we were born?
Notice that at that time in Jerusalem there were God-fearing Jews from every nation under heaven. And these people came together in bewilderment, because they "heard them speak in his own language." As the rest of the chapter unfolds it has Peter preaching about the resurrected Jesus Christ with 3000 people being converted and baptized, this is the true power of the Holy Spirit and you see what the true "speaking in tongues" was for, which is not what we are seeing today..
