What- A Spiritual city, an Eternal entity Revelation 21:15-27
Where - Gods dwelling place; heaven. Revelation 21:1-3
When - After the Millennium and the final Judgment. Revelation 20:11-15
John 14:1-4 refers to the New Jerusalem and how the faithful peoples will inhabit it. NOT before the Great White Throne Judgment.

What.....A double metaphor...both for God's people and a life (structure) coming down from heaven. Rev. 21:2, 10-11
Where...To Earth. Rev. 21:10-11......with descriptions of beauty in metaphor and literal.
When.... After the 1000 yrs

Regarding the WHERE of the New Jerusalem.
You and @quietthinker have given 2 different answers.
BUT
you both used almost the same verses:
You: Revelation 21:1-3 HEAVEN
Quiethinker: Revelation 21:10-11 EARTH
I don't know much about eschatology - this seems like a basic.
I tend to think the New Jerusalem will be THE NEW EARTH.
This earth will end somehow...and the NJ will be established on the new earth.
Why do you think it'll be heaven??

Because it will be a Spiritual Place, inhabited by immortal beings, for Eternity.

If my understanding is correct (but it probably isn't; you won't go broke betting on me being wrong about God), there won't be a whole lotta difference between Heaven and Earth in that World to Come.
I think that covers the "what" (the place where God dwells with us humans) and the "where" (the New Earth below the New Heavens). The only question is ¿Cuando? ¿Cuando? ¿Cuando?

I really thought it would be the NEW EARTH....
Heaven, as I understand it, is a place or dimension for after we die.
The New Jerusalem is a real place after we get our glorified bodies,
And I think Rev. 21 is saying that the first heaven and the first earth had passed away and the holy city was COMING DOWN
out of heaven...coming down. And then...the dwelling of God will be with men (men lived on earth).
This is why I can't be too interested in eschatology....too much interpretation.
Was speaking to a friend and she claims it's in heaven...

I was actually thinking of the Engelbert Humperdinck (there's a name for you!) version.
An "insula" is a family compound. Where "Dad" the patriarch had his sons build onto his house around a courtyard and fence wall. The courtyard had flagstones of some sort creating a patio effect.
The additions could be stories tall if built onto a hillside. An apartment complex of sorts where your uncle's roof became your patio/entrance. Which your Nephew might inherit it one day just like the oldest brother got Dad's house plus his own house next to his Father's making it all larger.
Then in addition to all this...all the marriage ceremonial activities somehow got shaped into a foretelling of Christ and a consumation yet to come. It could be that Jesus molded the existing traditions to fit his descriptions or that God caused the ceremony to be changed over time....dunno but it makes for a great speculation.
Marriages required marriage clothes. The final ceremony is all that....and a week long party. And a special dress that had to be made and decorated. Just like the groom had to build a home for his bride to be, after the bride price was paid and agreed to.

No one has an identity outside of Christ.
That includes Israel.
Describe for us Israel's identity outside of Christ.

I don't know much about eschatology Marty Fox,
but I do know that the New Jerusalem is no here now.
We're still on the old earth....
