This is typical risible heretical RC eisegesis. Locate a Scripture which can be wildly extrapolated, and then attempt to use it to support RC false dogma.Matt. 18:17-18 – the Church (not Scripture) is the final authority on questions of the faith.
Matthew 18:17-18 deals with church discipline. It in no way cedes Scriptural authority to the church.
Notwithstanding the obvious, for centuries the RC church has claimed to interpret, and attempted to supplant, Scripture; with a vast plethora of pronouncements, declarations, edicts, and dogmas, innumerable of which are alien, and in direct contradiction, to Scripture.
But the Church does not interpret Scripture. The reality is the diametric opposite: Scripture interprets the Church. It is within the pages of Scripture where the Church is born, and lives, and where its ultimate destiny is described. Where interpretive questions arise, the answers can be found in other Scripture, consistent with the principle that Scripture interprets Scripture (Acts 17:11). All Scripture is given by inspiration of God (2 Timothy 3:16). RC emanations are never scripture.
Thank God for the Reformation, and for Sola Scriptura, which returned God's Word to its rightful place of preeminence.

Then opened he their understanding, that they might understand the scriptures,
John 5:39
Search the scriptures; for in them ye think ye have eternal life: and they are they which testify of me.

These were more noble than those in Thessalonica, in that they received the word with all readiness of mind, and searched the scriptures daily, whether those things were so.
Romans 15:4
For whatsoever things were written aforetime were written for our learning, that we through patience and comfort of the scriptures might have hope.
Galatians 3:22
But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe.
2 Timothy 3:15
And that from a child thou hast known the holy scriptures, which are able to make thee wise unto salvation through faith which is in Christ Jesus.
2 Timothy 3:16
All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:
John 14:26
But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.
