The sea beast is Paul's "Man Of Sin" and John's "The Beast" commonly called "The Antichrist" the earth beast with two horns as a lamb is the"False Prophet" simple, clear, and easy to understand
Revelation 13:1-14KJV
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
4 And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?

The sea beast is a kingdom, just as Daniels ten horned sea beast was. Rev 17 explains the heads are mountains, which in the Greek can mean mountains like in English, but also any lands that rises out of the sea such as Islands or even continents.
Within the area of these 7 land masses as ten horns which are ten kings that each have a kingdom. I believe this entire beast is a global empire ruled by ten kingdoms or governments.
The land beast is also called the false prophet. This is an individual person, and Rev 13 says he exercises all the power of the first beast which makes the FP the ruler over it all.
All this is directly from what Rev 13 and 17 say.
They don't exist yet, at least not openly or in what some see as a "final form" so no names are known yet.
So, it's a global empire with ten kings/leaders who rule their section, and one guy who is the leader of all of them and the entire thing.
Most will present something where there is a global type empire, and a leader plus a second in command but that isn't what any end times passage of scripture ever tells us will exist. It's always a massive empire, ten kings with kingdoms within it and ONE PERSON who rules it all but empowered by satan in some sense.

Paul's man of sin performs miracles to deceive and only the land beast also performs miracles to deceive. Clearly Paul's man of sin is Rev 134's land beast.
Revelation 19:20 And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received
the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone.
Here we read of the second beast, who performs miracles in the sight of the first beast and performing those miracles in order to deceive the people!
Paul's Antichrist was called the man of sin and he is described as doing the same things for the same reason as the false prophet:
2Th 2:3 Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition;
2Th 2:4 Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.
2Th 2:5 Remember ye not, that, when I was yet with you, I told you these things?
2Th 2:6 And now ye know what withholdeth that he might be revealed in his time.
2Th 2:7 For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way.

No. The little horn is a person, one person. He matches the FP:
Daniel - ten horned beast arises, the little horn comes next and is the person of authority and power over the ten horned beast. Little horn is the antichrist.
Revelation - ten horned beast arises, false prophet with two little horns comes next and is the person of authority and power over the ten horned beast. False prophet is the antichrist.
There are over 70 references in Revelation to the word "beast", and the term is used in different ways depending upon its context.
The words "sea" and "earth" are Biblical "code" words for people, and are defined in Scripture.
SEA - Restless, moving people who are not as oppressed and are free to move around (Psalm 65:6-7; Isaiah 17:12-13).
Psalm 65:5-7
65:5 [By] terrible things in righteousness wilt Thou answer us, O God of our salvation; [Who art] the confidence of all the ends of the earth, and of them that are afar off [upon] the sea:
65:6 Which by His strength setteth fast the mountains; [being] girded with power:

The 10 horns sit atop the 4th beast in Daniel 7…. When does this take place?

7:7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth (ch. 2:40): it devoured and brake in pieces, and stamped the residue with the feet of it: and it [was] diverse from all the beasts that [were] before it; and it had ten horns (Rev. 17:12).
7:8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn [were] eyes like the eyes of man, and a mouth speaking great things.
Daniel 2:40 And the fourth kingdom shall be strong as iron (the Roman Empire): forasmuch as iron breaketh in pieces and subdueth all [things]: and as iron that breaketh all these, shall it break in pieces and bruise.

The "iron mixed with clay" in Daniel 2, as well as the "iron teeth" in the above cited passage from Daniel 7, are describing the Roman Empire's continued influence over the 10 "Lost" Tribes of Israel. The Roman Empire lives on in both church and state, with the Roman Catholic church spread throughout the world, along with a form of Roman "law" being applied in virtually every courtroom on Earth, hence all of the Roman procedures and Latin terminology used in the legal system and the financial system (and in the medical/chemical/pharmaceutical industrial complex, being used to poison us and the earth).
The Bretton Woods Agreement on July 22, 1944 established the (at the time) gold-based U.S. dollar as the world's reserve currency, and the international system of finance, with the other world currencies pegged to the U.S. dollar. It also created the IMF and the World Bank, further enslaving all of the Israelite nations in endless debt.
That "beast system" has now been fed to the point it can devour anything in its path, which is why entire countries have gone bankrupt and also why the U.S. is over $36,000,000,000,000 in debt and does the bidding of the counterfeit-Jews who own and control the international banking system. Hence the reason the U.S. and U.K. are funding and arming the genocidal wars in both Ukraine and in the Middle East, and being coerced into directly engaging Russia and China, in a war that the U.S. and U.K. are destined to lose.

The beast out of the sea is the Roman Empire manifested in the end times, i.e. the EU.
The mortally wounded but healed head on the beast is the beast-king, dictator of the EU, for 42 months before Jesus returns. The beast-king is the little horn person in Stage 5.
The little horn person is not the papacy. The little horn person will be a Jew.
The second beast, the one out of the Earth, is the False Prophet. A religious promoter of the beast-king. Both will be Jews.

"The beasts" that Adam gave names to are qualities of the soul. For example, "donkey" is stubbornness, "lion" is courage, "hare" is cowardice, "ox" is hard work, "wolf" is predation. Likewise, in Revelation, "beast" is a collective and individual aspiration, an animal instinct. "Sea" is an image of the unbelieving world. "Earth" is an image of the religious world, where people rely on the flesh, on the structures of religion, on the commandments, on pastors and priests. "Heaven" is the firmament of the Holy Spirit, on which the chosen ones can rely, who by their efforts reach the Kingdom of Heaven.
Both beasts of Revelation have their own names, their numerical values are equal to 666. A name expresses the essence of a person, animal, object or phenomenon. There are only 2 words in the New Testament, the numerical values of which are equal to 666. These words are the names of the 2 beasts of Revelation.

The first beast is the entire system of the current world, where the driving force of people is the desire for Wealth.
The second beast is the Christian religion, where the Antichrist operates, replacing Jesus Christ in the "temple of the living God". This Tradition persuades believers to pray for this world and continue to build the kingdom of the first beast.
The number of the beast is the number of a man's name.
The first beast is not capitalism.
And the second beast is not Christianity.
Jesus will return to the Mt. Olives directly across from the temple mount where the third temple (that John was told to measure in Revelation 11:1-2 will be). On the temple mount will be the beast-king of the first beast, and the second beast -the false prophet, and Satan indwelling the statue image of the beast-king.

John in Revelation measured you, the temple of the Body, and found you to be pagans, because you seek what you will eat, drink, and wear, and want to tie Christ to your pagan empires. But this Christianity God will reject. John measures only the altar: God will accept only the saints who have sacrificed themselves to God.
Jesus Christ gave us the power to move mountains, and the Mount of Olives has already been moved to the Judean Desert, where the Third Temple will be built, according to Ezekiel's prophecy. There will never be any temple on the Temple Mount in Jerusalem.
This moved Mount of Olives of the Second Coming has already split into two:
There will be no statue of the beast. "The image of the beast" is any Christian Caesar, king and president. All of them, calling themselves Christians, built the kingdom of the beast instead of the Kingdom of God.
The beast from the sea has 7 heads. There is no man with 7 heads.
What the end times abomination of desolation that Jesus spoke of in Matthew 24:15 will be was prefigured in Daniel 11:31 by what Anitochus IV's troops did by placing a statue image of Zeus in the temple.
31 And arms shall stand on his part, and they shall pollute the sanctuary of strength, and shall take away the daily sacrifice, and they shall place the abomination that maketh desolate.
In Daniel 12:11 is the end times abomination of desolation that will be "set up" as a statue image of the beast-king, placed on the temple mount.
11 And from the time that the daily sacrifice shall be taken away, and the abomination that maketh desolate set up, there shall be a thousand two hundred and ninety days.

Now in Christianity they have put an idol of Jesus Christ instead of the real Jesus Christ. The false Jesus was born on December 25, the birthday of the Roman sun god.
And he brought me into the inner court of the Lord's house, and, behold, at the door of the temple of the Lord, between the porch and the altar, were about five and twenty men, with their backs toward the temple of the Lord, and their faces toward the east; and they worshipped the sun toward the east. (Ezekiel 8:16)
The real Jesus, according to the Bible, was born in the fall, on the 8th day of the 7th month of Tishrei. Jesus' circumcision was on the 1st day of the feast of Sukkot. That is, the feast of tabernacles is the name day of Jesus Christ. This explains why in the future all nations will celebrate tabernacles together with the Jews. And Christmas is the birthday of the Antichrist.
The 1290 days seem to be counting down already.
