God has set angels to watch over the things men do and to also carry out His judgements.
They are called watchers, and they have eyes to watch over the earth and roam over it to record everything that is done.
Daniel 4
16 Let his heart be changed from
that of a man,
Let him be given the heart of a beast,
And let seven times[
a] pass over him.
17
‘This decision is by the decree of the watchers,
And the sentence by the word of the holy ones,
In order that the living may know
That the Most High rules in the kingdom of men,
Gives it to whomever He will,
And sets over it the lowest of men.’
Zechariah 1
7 On the twenty-fourth day of the eleventh month, which is the month Shebat, in the second year of Darius, the word of the Lord came to Zechariah the son of Berechiah, the son of Iddo the prophet: 8 I saw by night, and behold, a man riding on a red horse, and it stood among the myrtle trees in the hollow; and behind him
were horses: red, sorrel, and white. 9 Then I said, “My lord, what
are these?” So the angel who talked with me said to me, “I will show you what they
are.”
10 And the man who stood among the myrtle trees answered and said,
“These are the ones whom the Lord has sent to walk to and fro throughout the earth.”
11 So they answered the Angel of the Lord, who stood among the myrtle trees, and said, “We have walked to and fro throughout the earth, and behold, all the earth is [
a]resting quietly.”
Ezekiel 9, Angels who have charge over the city and an angel whose job is to mark those whom God will show mercy, they will be spared this judgement.
Then He called out in my hearing with a loud voice, saying, “Let those who have charge over the city draw near, each with a [a]deadly weapon in his hand.” 2 And suddenly six men came from the direction of the upper gate, which faces north, each with his [b]battle-ax in his hand. One man among them was clothed with linen and had a writer’s inkhorn [c]at his side. They went in and stood beside the bronze altar.
3 Now the glory of the God of Israel had gone up from the cherub, where it had been, to the threshold of the [
d]temple. And He called to the man clothed with linen, who
had the writer’s inkhorn at his side; 4 and the Lord said to him, “Go through the midst of the city, through the midst of Jerusalem, and put a mark on the foreheads of the men who sigh and cry over all the abominations that are done within it.”
5 To the others He said in my [
e]hearing, “Go after him through the city and kill;[
f] do not let your eye spare, nor have any pity. 6 Utterly[
g] slay old
and young men, maidens and little children and women; but do not come near anyone on whom
is the mark; and begin at My sanctuary.” So they began with the elders who
were before the [
h]temple. 7 Then He said to them, “Defile the [
i]temple, and fill the courts with the slain. Go out!” And they went out and killed in the city.
8 So it was, that while they were killing them, I was left
alone; and I fell on my face and cried out, and said, “Ah, Lord God! Will You destroy all the remnant of Israel in pouring out Your fury on Jerusalem?”
9 Then He said to me, “The iniquity of the house of Israel and Judah
is exceedingly great, and the land is full of bloodshed, and the city full of perversity; for they say, ‘The Lord has forsaken the land, and the Lord does not see!’ 10 And as for Me also, My eye will neither spare, nor will I have pity,
but I will recompense their deeds on their own head.”
11 Just then, the man clothed with linen, who
had the inkhorn at his side, reported back and said, “I have done as You commanded me.”
