Yes, that's right. First, the Third Temple is built, described in Ezekiel chapters 40-43. The saints of all nations, "the fullness of the Gentiles," the glory of Christ, will enter through the eastern gate of the Temple. This entry will last 9.5 days, from Yom Teruah to Yom Kippur. On Yom Kippur, the eastern gate will be closed forever and it will be announced that the Lord God of Israel has entered through these gates.
Then said the Lord unto me; This gate shall be shut, it shall not be opened, and no man shall enter in by it; because the Lord, the God of Israel, hath entered in by it, therefore it shall be shut. (Ezekiel 44:2)
This event will fulfill what you quoted: "
For the Lord Himself will descend from heaven with a shout ..."
Next, the dead must rise. The dead Jewish people must come to life, accepting from those who entered the eastern gate their faith in God.
For if the casting away of them be the reconciling of the world, what shall the receiving of them be, but life from the dead? (Romans 11:15)
The entry of the elect is completed with the 7th trumpet, after which the vials of wrath against the unbelievers begin. The Jews as a whole must turn to God by accepting Jesus Christ, incarnate in the people who entered the eastern gate, after the 6th vial of wrath. Of course, this will be a gradual process. Tammuz 17 will simply be some kind of sign, a political decision, allowing the rest of the faithful churches of God, the "five wise virgins," to repatriate to Israel. These believers are Jews from within:
But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God. (Romans 2:29)
Therefore, the believers from among the "five wise virgins" have within themselves the "lost tribes of Israel", the "kings from the rising of the sun":
And the sixth angel poured out his vial upon the great river Euphrates; and the water thereof was dried up, that the way of the kings of the east might be prepared. (Revelation 16:12)
"Euphrates" is an image of Judaism. "East" in Hebrew is a synonym for "antiquity". This is the return (resurrection) of the lost tribes of Israel. They will reunite with the Jews and become one people of Israel.
Here are the events from the 6th to the 7th vial of wrath:
Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord. (1 Thessalonians 4:17)
Here "
clouds" are "multitudes of people," as in Hebrews 12:1 - "Wherefore seeing we also are compassed about with so great a
cloud of witnesses ..."
Here "
caught up" means "
take by force" as in John 6:15 - "When Jesus therefore perceived that they would come and
take him by force, to make him a king, he departed again into a mountain himself alone."
Here "
air" is "the midst of this world," the dwelling place of the "prince of this world," as in Ephesians 2:2 - "Wherein in time past ye walked according to the course of this world, according to the prince of the power of the
air, the spirit that now worketh in the children of disobedience:"
This event will occur when the "rapture of the Church" is completed and the city of Yahweh Shammah appears in Israel (Ezekiel 48:35).
In the city of Yahweh Shammah there will be 12 gates, corresponding to the number of tribes of Israel, this indicates that by Simchat Torah, when this city appears, the dead will already be resurrected in Israel, the lost tribes of Israel will be restored.
