Eretz (Hebrew: ארץ) is Hebrew for "land", "country" (with the definite article, HaAretz (Hebrew: הארץ, "the land").

The word can be taken that way (like in the land of Goshen) but it can also/alternatively be taken to mean the Earth as in Genesis 1:1. I looked up the Septuagint and it has Ge/Gen/Ges (Gaea/Gaia) which is also the Earth. I was going to look up Josephus too but then I realized they didn't know the whole world in his days so even if he said the whole world it can't be proven.
This is typical impossible to prove either way like many other subjects. Sometimes I wonder if there really is a God when he made things so unprovable and he allows lies/untruths to reign.
To me the bits I underlined in all the verses of Genesis 6-9 surely imply a global flood, but I can see how others can argue a local/regional one.

The word eretz occurs all through Genesis 1 and 2 but I don't see people saying it was only a local/regional creation of a section of the earth.
