Except that God draws all men to Himself....
If we take Romans 1:19-20 we see that man will be without excuse at death because, from the beginning, God has made Himself knowable to man by the creation.
I would also point to John 3:16 and every verse that states that it rains on the good and the evil...
and every verse that states that God is not a respecter of persons but is available to all - as is His wish.
Romans 1:18-20
18For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men who suppress the truth in unrighteousness,
19because that which is known about God is evident within them; for God made it evident to them.
20For since the creation of the world His invisible attributes, His eternal power and divine nature, have been clearly seen, being understood through what has been made, so that they are without excuse.

Your understanding of those verses is processed through your the "works base belief system" that you have.
Christ is the Savior and does all the works of saving a person. In this age, Christ is ONLY saving the people who have been chosen for an early salvation. The are the "first fruits" of Christ's harvest of mankind. In the final age, Christ and the Elect will bring in the final and complete harvest of mankind. No one will be left out of the Kingdom of Heaven.
1Tim 2:3 For this is good and acceptable in the sight of God our Savior; 4 who will have all men to be saved, and to come unto the knowledge of the truth. 5 For there is one God, and one mediator between God and men, the man Christ Jesus; 6 who gave himself a ransom for all, to be testified in due time.
The translation that you used is incorrect and is easily proven to be incorrect from the scripture itself.
The scripture is saying that Christ will save all mankind and that at some future time (due time) that truth will be testified to be true. If Christ only "desires" to save all mankind, no future event would be necessary. A desire is an emotion and does not require anything to happen in the future to prove that one has it. A "desire" can be proven in the present by the statement itself.
But even if the scripture should be translated as "desires", don't you know that Christ will not be denied His desires?
Job 23:13 But he is in one mind, and who can turn him? And what his soul desireth, that will he do.
Isa 46:10 Declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My counsel shall stand, and I will do all my pleasure: 11 Calling a ravenous bird from the east, the man that executeth my counsel from a far country: yea, I have spoken it, I will also bring it to pass; I have purposed it, I will also do it.
Isa 55:11 So shall my word be that goeth forth out of my mouth: it shall not return unto me void, but it shall accomplish that which I please, and it shall prosper in the thing whereto I sent it.
Dan 4:35 And all the inhabitants of the earth are reputed as nothing; and he doeth according to his will in the army of the heavens, and among the inhabitants of the earth; and none can stay his hand, or say unto him, What doest thou?
