Yes the all in Rom V 18 is the Many in V 19 they are Justified by Christs faithful obedience, which causes them to believe. So permanent unbelievers are excluded from the Many/All who are JustifiedIt is the same "many" in both cases.

God cannot lie .The blood of the everlasting covenant, is the sign of God's everlasting eternal covenant of eternal life with God through the death of His Son, for the people of God. Only they who believe have their sins forgiven them committed against the Father for His name's sake Christ the Son.

Sounds good but let me ask u, are their sins forgiven them prior to their believing, seeing Christ died for their sins prior to their believing.

And even your belief in Christ God has granted you to have, you were however not born believing. Although I do believe God saves infants and little children.

As it is also written in the second Psalm:
‘You are My Son,
Today I have begotten You.’
34 And that He raised Him from the dead, no more to return to [i]corruption, He has spoken thus:
‘I will give you the sure [j]mercies of David.’

‘You will not allow Your Holy One to see corruption.’
