No, I don't think Peter knew any better at the time. Paul concluded - if you feel God called you to preach circumcision then you should go preach circumcision. As for me (Paul) God called me to preach uncircumcision. Peter came to a better understanding of the cross. We can base that on his Epistles, and what he said on Pentecost. Two different messages come out of him. Peter talks about new birth and the seed in his epistles, and so on. But it wasn't until Paul was preaching. He never really took Paul like Paul was to be taken and he says Paul was a hard man to take. Nothing bad on Peter, he grew like any one else. It is there to read.. written. I say things from some of my study through the years.. conversation.. good fellowship with those that I feel had a good understanding.
Paul never told Peter to preach circumcision. The Scripture says that Peter was to preach the SAME Gospel to the 'circumcision' which denotes the Jews according to the flesh, whereas the term 'uncircumcision' denotes the Gentiles according to the flesh BUT the SAME Gospel.
