When you aren't expecting the question, and if you don't have but a moment to think up an answer, what else are you going to say?
A hundred things...how about....honey just stick in there and as you grow up, pray about all things you want and watch the change, i am sure you will be happy.

Now tell me...did I lie to that child?

It’s only when you love to make lies, and have cut off one’s own consciousness, that you have a problem… that is what is suggested in Revelation 22:14-16, those who love to make lies, practice falsehood.

A lie is an assertion that is believed to be false, typically used with the purpose of deceiving or misleading someone.[1][2][3] The practice of communicating lies is called lying. A person who communicates a lie may be termed a liar. Lies can be interpreted as deliberately false statements or misleading statements, though not all statements that are literally false are considered lies – metaphors, hyperboles, and other figurative rhetoric are not intended to mislead, while lies are explicitly meant for literal interpretation by their audience. Lies may also serve a variety of instrumental, interpersonal, or psychological functions for the individuals who use them.

Generally, the term "lie" carries a negative connotation, and depending on the context a person who communicates a lie may be subject to social, legal, religious, or criminal sanctions; for instance, perjury, or the act of lying under oath, can result in criminal and civil charges being pressed against the perjurer.

Although people in many cultures believe that deception can be detected by observing nonverbal behaviors (e.g. not making eye contact, fidgeting, stuttering) research indicates that people overestimate both the significance of such cues and their ability to make accurate judgements about deception.[4][5] More generally, people's ability to make true judgments is affected by biases towards accepting incoming information and interpreting feelings as evidence of truth. People do not always check incoming assertions against their memory.[6]

Nor did you tell her she wasn't ugly.

@gpresdo, I seen a person pull a gun out and pull the trigger and killed a person. I’m on the stand and state I never seen the person but they got me on cctv. Bearing false witness.

On a shift day at work, I tell my boss I have given out all the medications that are suppose to be given out and on certain times, but I really haven’t given them all out and ignored the rest. I have lied to them.

Excerpt from the OP with new emphasis.

The 9th Commandments reads:
“You shall not give false testimony against your neighbor. - EXODUS 20:16 NIV

Giving false testimony is perjury specifically, not lying in general. ??? (and that's the truth) - LOL

perjury /pûr′jə-rē/

noun

  1. The crime of willfully and knowingly making a false statement about a material fact while under oath.
  2. An act of committing such a crime.
    "testimony full of perjuries."
  3. False swearing.

Notice. What is a witness ?

A witness is the point of view of a person, related to being asked to provide it.

For example..

"Witness for the Prosecution, just LIED on the Stand".

Also, a "false witness" is the same event. (The just LIED).(Under Oath).

No, lying was actually how Rahab was justified. It was, in her case, an act of faith.

"Love fulfills the law because love does no harm to one's neighbor" (Ro 13:8-10).
Bearing false witness against your neighbor is a sin, because you are hurting your neighbor.

Paul also told holy lies--pretended to be a Jew around Jews.
David lied to the Philistine King.
Jacob lied to his father to get what was rightly his.

There is no problem with lying.
We need to use lying a bit more actually in spreading the Gospel.
Jesus said "Be shrewd as serpents"--serpents!
Lies that harm are sins, lies that help God's cause are not.

So if an ugly person asks me if they are ugly, and I say no, I have committed a sin?

When you aren't expecting the question, and if you don't have but a moment to think up an answer, what else are you going to say?
If you don't want to answer a question truthfully, re-frame the question until you can.

There's nothing constraining you to "yes" or "no," neither are you obligated to answer the question they asked. Answer a different question instead.

I think you got the right answer, but the citation here doesn't work in support.

Proverbs was written in the 900's BC by Solomon at a time when he was chasing skirts and erecting high places in Israel. Moses' (God's) commandment against false witness was written hundreds of years earlier.

Using the later, less reliable text to define words and then applying that backwards in time to the more reliable text... that isn't good hermeneutics.

My response was to someone that used those quotes to emphasize "lies" instead of "false witness". Besides, this topic is about the TCs.

What if the perjury is not against your neighbor?

Furthermore, we are not under the law that God gave to the Israelites alone through Moses.

So, where does that leave us?
