He had died. There was no Life in that body. That is the Bible when it is on a shelf unopened and unread. Then a man opens the Bible and begins to read. What does he understand? Like the Ethiopian eunuch reading from the Book of Isaiah he knows the words for it is written in a language he understands, but he cannot understand the message without help. He said he needed the help some man, but not just any man could help him.
God sent Philip, Philip a man filled with the Holy Ghost, who was able to interpret what was written so that the hungry eunuch could understand it.
"But if there be no interpreter, let him keep silence in the church; and let him speak to himself, and to God." I Cor 14:28
The "church" is the people of God, the ones who are hungry and thirsty for the righteousness of God as per Matthew 5:6
But the church is the woman [including both physical men and women] sitting in silence while the man [whoever God has called, being it a physical man or woman], that is the man of God speaks interpreting what is written. Without a interpreter we need to remain silent. The interpreter for the followers of Jesus was Jesus himself, but he did not interpret the parables for everybody, did he?
Our interpreter is the Holy Spirit. It is by the Holy Spirit leading a person or in a person that the person may understand God's message within what is written in the scriptures, the Bible, the dead body on the cross. Indeed, Jesus did not remain dead on the cross. He resurrected! He came back from the dead.
The Ethiopian eunuch was dead to God, but he wanted Life. So God hearing the man's need sent Philip to him to open up, bring to Life, what was written on that scroll of Isaiah.
"[God] Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life." II Cor 3:6
