We see in Daniel 2 how it shows four world empires, Babylon, Media-Persia, Greece, Rome, followed by God’s establishing His eternal kingdom
Daniel 2:27-45
27 Daniel answered in the presence of the king, and said, The secret which the king hath demanded cannot the wise men, the astrologers, the magicians, the soothsayers, shew unto the king;
28 But there is a God in heaven that revealeth secrets, and maketh known to the king Nebuchadnezzar what shall be in the latter days. Thy dream, and the visions of thy head upon thy bed, are these;
29 As for thee, O king, thy thoughts came into thy mind upon thy bed, what should come to pass hereafter: and he that revealeth secrets maketh known to thee what shall come to pass.
30 But as for me, this secret is not revealed to me for any wisdom that I have more than any living, but for their sakes that shall make known the interpretation to the king, and that thou mightest know the thoughts of thy heart.
31 Thou, O king, sawest, and behold a great image. This great image, whose brightness was excellent, stood before thee; and the form thereof was terrible.
32 This image's head was of fine gold, his breast and his arms of silver, his belly and his thighs of brass,
33 His legs of iron, his feet part of iron and part of clay.
34 Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces.
35 Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth.
36 This is the dream; and we will tell the interpretation thereof before the king.
37 Thou, O king, art a king of kings: for the God of heaven hath given thee a kingdom, power, and strength, and glory.
38 And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven hath he given into thine hand, and hath made thee ruler over them all. Thou art this head of gold.
39 And after thee shall arise another kingdom inferior to thee, and another third kingdom of brass, which shall bear rule over all the earth.
40 And the fourth kingdom shall be strong as iron: forasmuch as iron breaketh in pieces and subdueth all things: and as iron that breaketh all these, shall it break in pieces and bruise.
41 And whereas thou sawest the feet and toes, part of potters' clay, and part of iron, the kingdom shall be divided; but there shall be in it of the strength of the iron, forasmuch as thou sawest the iron mixed with miry clay.
42 And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken.
43 And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay.
44 And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.
45 Forasmuch as thou sawest that the stone was cut out of the mountain without hands, and that it brake in pieces the iron, the brass, the clay, the silver, and the gold; the great God hath made known to the king what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure.

We see in verse 44, "shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever." The parallel prophecies in Daniel 7 and Daniel 8 contain this same basic outline, that of these worldly empires arising and vanishing until God’s kingdom is forever established.

Then we look in Revelation 17:
Revelation 17:1-14
1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great harlot that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, Mystery, Babylon The Great, The Mother Of Harlots And Abominations Of The Earth.
6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful."

Now consider carefully the 5 that are fallen.
1. Babylon
2. Medo Persia
3. Grecia
4. Pagan Rome .
5. Papal Rome. We see in Revelation 13 this beast as a conglomerate or diverse beast which has all characteristics of the above listed beasts. And is given its power by the red dragon.
Revelation 13:2
And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.

Therefore this is the 5th kingdom. And it reigns for 1260 days until the crowns are taken. It has 10 crowns until it falls.

At which point the deadly wound occurs. The power is taken from this 5th Kingdom which ruled the world for 1260 years during the dark ages. The rule of the Papacy ended in 1798 exactly 1260 years after the destruction of the Ostrogoths and the implementation of the Justinian decree in 538AD. Pope Pius vi was taken captive by General Berthier of France. The destruction of the Papacy was thought to be sure when there were more than 1000 priests murdered at that day. This is well known as the deadly wound to the Papacy which is mentioned in Revelation 13.

At the time of the Pope going into captivity we see another beast rising out of the earth. Beast with two horns

Revelation 13:10-12
10 He that leadeth into captivity shall go into captivity: he that killeth with the sword must be killed with the sword. Here is the patience and the faith of the saints.
11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

In 1798 General Berthier made his entrance into Rome, abolished the papal government, and established a secular one. -Encyclopedia Britannica 1941 edition. Right around the time that the Pope Pius was taken captive, we see another beast coming up out of the earth with 2 horns. No crowns on these horns. This beast was representative of America....

So the time when 5 are fallen is therefore when there is no monarchy or one world Kingdom reigning the earth as in the past.

1. Lion - Babylon
2. Bear - Medo Persia
3. Leopard - Greece
4. Dragon - Pagan Rome
5. Diverse Beast - Papal Rome Got power from Dragon.

'One is' as John is looking from the end time of the 5th Beast when it got its wound and appeared to be fatal, 1798.

6. America..(Sixth) Beast.. Not a monarchy...No Crowns

So the next one is " is not yet come; and when he cometh, he must continue a short space."

7. New World Order... we shall see...

And then we see the one that was and seemed to be fatally wounded and yet is again, and will go into perdition at the end, "And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."

8. Resurgent Papal Rome which goes until the end, and is burned in the hour of judgement, Babylon, with all the world lamenting her destruction.

Revelation 18:1-11
1 And after these things I saw another angel come down from heaven, having great power; and the earth was lightened with his glory.
2 And he cried mightily with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.
3 For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
4 And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.
5 For her sins have reached unto heaven, and God hath remembered her iniquities.
6 Reward her even as she rewarded you, and double unto her double according to her works: in the cup which she hath filled fill to her double.
7 How much she hath glorified herself, and lived deliciously, so much torment and sorrow give her: for she saith in her heart, I sit a queen, and am no widow, and shall see no sorrow.
8 Therefore shall her plagues come in one day, death, and mourning, and famine; and she shall be utterly burned with fire: for strong is the Lord God who judgeth her.
9 And the kings of the earth, who have committed fornication and lived deliciously with her, shall bewail her, and lament for her, when they shall see the smoke of her burning,
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is thy judgment come.
11 And the merchants of the earth shall weep and mourn over her; for no man buyeth their merchandise any more:

Differences between Daniel's prophecies and what Revelation says:

Daniel wrote that the first 3 beasts live past the 4th beast's destruction. This doesn't happen in Revelation.

Daniel wrote that 3 horns are removed/plucked up from the 10 horned beast but in Revelation no horns are removed.

The beast is killed before being given to flame in Daniel but in Revelation 19 the beast is alive when cast into the lake of fire.

In Daniel the little horn is not a second beast but is part of the 4th beast. In Revelation there isn't just one beast, there are two. The False Prophet is not one of the heads or horns of the first beast but is a separate and different beast with it's own two horns.

In Daniel the 4th beast at one point has 11 horns. In Revelation the first beast of chapter 13 never has an 11th horn.
