There would be this huge shock value in Russia's favor if they use a tactical nuke in Ukraine, which would cow the Europeans as they are then facing a sudden destruction and it's all over if everyone starts throwing nukes.
And no one wants to end like that..
But I don't think they will do that.
I also think they are waiting on Trump as he is committed to ending the war.
