OK, but aren't you saying it is the House of Israel that is cast out, and the House of Judah that is retained? But God promises to not cast out all the seed of . . . Israel.

No. There are Jews who believe. The remnant of the house of Judah. There are Gentiles who believe, now included in the house of Israel. A remnant from among the nations.

He means nothing more or less than a remnant of the house of Israel AND of the house of Judah are to be saved, because previously the majority of the members of the house of Israel had been broken off through their idolatry, but now the majority of the members of the house of Judah have been broken off through their unbelief.

It's still only a remnant but the house of Israel + the house of Judah = ALL Israel.

I've read over this several times. It doesn't make sense to me to maintain a distinction between "Judah" and "Israel", and then to erase that distinction in saying "All Israel".

There is Israel, and then there is Judah. So when I say "All Israel", I mean both?

7 But I will have mercy upon the house of Judah, and will save them by the LORD their God, and will not save them by bow, nor by sword, nor by battle, by horses, nor by horsemen.

Hosea 1:10 KJV
10) Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, that in the place where it was said unto them, Ye are not my people, there it shall be said unto them, Ye are the sons of the living God.

Doesn't this agree with Jeremiah, that they are not cast off forever?

I don't know the answer to that question but only have some vague ideas gleaned from scripture:

Matthew 19
28 And Jesus said unto them, Verily I say unto you, That all of you which have followed me, in the regeneration when the Son of man shall sit in the throne of his glory, all of you also shall sit upon twelve thrones, judging the twelve tribes of Israel.

The resurrected saints reigning over whom?

When Jesus reveals to the unsaved Jews who He is, the unsaved Jews who see Jesus appearing in the clouds, will mourn for Him whom they (their forefathers) pierced. It will be too late for them to be resurrected with those who are Christ's at His coming, but not too late for Him to forgive them and have resurrected Jewish & Gentile (yes, and Gentile) saints reigning over non-resurrected Jewish (now saints, believers) in the millennium.

Says who? Not me, and I'm not saying the Bible says so, because I don't know what the Bible says. I'm speculating.

That prophecy is referring only to the house of Israel that was exiled in circa 725 BC - the ten tribes. It is not referring to the Jews. They were not broken off and exiled at that time. The divorce of the house of Judah only came after Christ had died and risen again.

The prophecy in Jeremiah is based on the @marks New Covenant promise God made to the house of Israel AND the house of Judah (Jeremiah 31:31).

12 Apostles, Judges over 12 tribes.

All the promises made to Abraham were fulfilled in Jesus Christ, seed singular (Jesus) not seeds plural (National Israel) as you claim

Galatians 3:16KJV
16 Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ.

The last person saved and added to the church, will fulfill the saying "All Israel Shall Be Saved"

Israel The Church, Children Of The Promised Seed, The Twelve Tribes Scattered Abroad
