We were once all lawless ones, following the lie of the world, But God had mercy on us and we believe in His Son.
Romans 4
6 just as David also describes the blessedness of the man to whom God imputes righteousness apart from works:
7 “Blessed are those whose lawless deeds are forgiven,
And whose sins are covered;
8 Blessed is the man to whom the Lord shall not impute sin.”

The lie of the world is of Satan and the children of the devil believe the lie. They are naturally minded man of the world.
That is due to the working of Satan, and they refuse to love God's word, what he commands them to do, which is to be spiritually minded, to believe in His Son who delivers us from the wrath to come on the unbelieving world. There is only one way to have peace with God, and that is through Christ the Son of God.
People who refuse God are called lawless ones, as is the devil a lawless one.
They setup their own laws and ways, they do whatever they think is right. But their thinking is of the darkness.
God sends a strong delusion on those people to believe the lie as they refuse to love the truth.
They enjoy their godless life choices. They tell God He will not rule over them, just as the devil does, they desire to be like the devil, even though they most likely are not consciously aware of that.
Luke 9:41
Then Jesus answered and said, “O faithless and perverse generation, how long shall I be with you and bear with you? Bring your son here.”
Luke 11
45 Then one of the lawyers answered and said to Him, “Teacher, by saying these things You reproach us also.”
46 And He said, “Woe to you also, lawyers! For you load men with burdens hard to bear, and you yourselves do not touch the burdens with one of your fingers. 47 Woe to you! For you build the tombs of the prophets, and your fathers killed them.
2 Corinthians 6:14
Do not be unequally yoked together with unbelievers. For what fellowship has righteousness with lawlessness? And what communion has light with darkness?
Matthew 13
40 Therefore as the tares are gathered and burned in the fire, so it will be at the end of this age. 41 The Son of Man will send out His angels, and they will gather out of His kingdom all things that offend, and those who practice lawlessness, 42 and will cast them into the furnace of fire. There will be wailing and gnashing of teeth.

5 Do you not remember that when I was still with you I told you these things? 6 And now you know what is restraining, that he may be revealed in his own time. 7 For the [d]mystery of lawlessness is already at work; only [e]He who now restrains will do so until He is taken out of the way. 8 And then the lawless one will be revealed, whom the Lord will consume with the breath of His mouth and destroy with the brightness of His coming.
