To whom was "the law" given? - What law and when?

In a previous topic, I differentiated between:
The law, the Law, God's law, Christ's law; four different things.
(topic link below)

The topic title question in this thread is in reference to "the law" defined as:
The law that God gave to the Israelites through Moses.
The law that was contained in the Books of the Law, also known as the Law of Moses,
even though the laws themselves were given to Moses by God.

So, the topic title question is:
To whom was "the law" given? - What law and when?
Which is basically an AGREE or DISAGREE question.
Please state why either way.

For this topic I want to focus on this scripture quoted below.
Notice that this refers to a time "before the law was given" when "sin was in the world".
When was that time? When was the law given and to whom was it given?
This is in reference to "the time of Adam to the time of Moses". (the time before the law was given)
The Apostle, knowing that might not make sense, begins verse 14 with the word "Nevertheless".

Romans 5:13-14 NIV
To be sure, sin was in the world before the law was given,
but sin is not charged against anyone’s account where there is no law.
14 Nevertheless, death reigned from the time of Adam to the time of Moses,
even over those who did not sin by breaking a command,
as did Adam, who is a pattern of the one to come.
