this is why the counter Sniper person on the roof hesitated, You see him take his eye off of the site, and look to get a view of the target. He knew there was a sniper team there, so he needed to make sure before he took a shot. By the time he looked back to the site, the target took a few shots. it all happened that fast.
If he'd have shot the cop he would have garnered the attention of the SS that should have seen him already.

He could have planned to detonate his car in the midst of the departing crowd members leaving the rally in a hurry had he not been seen and shot.
Makes sense. It helped to watch the video another member shared on where snippers were positioned , and he also touched on the police officer coming up and how that all went down.
The secret service should be in charge of the president's security from all angles. Depending on local teams is an operations vulnerability as this attempted assassination demonstrated.

I see a picture and a few words. No actual video and no context.. I have seen enough of people pulling others out of context to last me a lifetime..Yeah, I've always believed that the best way to cause division is to call for a reduction in divisive rhetoric from both sides.

Multiple security agencies were at the Trump rally. Yet the gunman was still able to shoot unhindered.
The rooftop was a known vulnerability before the event, according to NBC News, which cited two sources familiar with Secret Service operations.
Mr Russell said it was probable that Secret Service agents identified that building as a threat, and had requested local authorities to station officers nearby to prevent access.
“For whatever reason, that didn’t happen,” he said.
One witness, Thomas Gleason, who served 21 years with the US Army as paratrooper and ranger, said "there should have been greater security for a long-range threat".
"Looking at the distance and vantage point, if someone is going to try to assassinate [Trump] that would have been the most logical shooting point," he said.
The FBI has since taken over the role of lead investigator into the incident, and the shooting is now the subject of several other investigations by both the House and the Senate.
Secretary of Homeland Security Alejandro Mayorkas called it a “failure” of security, telling CNN that "an incident like this cannot happen again".
It's the mystery of lawlessness that lead to rebellious and destructive civil unrest. These people think calls to keep law and order with violence is in some way comparable. But notice it is the latter group who get railroaded by the authorities.
