Luke 3:16 John answered, saying unto them all, I indeed baptize you with water; but one mightier than I cometh, the latchet of whose shoes I am not worthy to unloose: he shall baptize you with the Holy Ghost and with fire:
3:17 Whose fan is in his hand, and he will throughly purge his floor, and will gather the wheat into his garner; but the chaff he will burn with fire unquenchable.

Within these verses above there are three baptisms; only one is with water. John baptized the nation of Israel to cleanse them to be priests in the coming kingdom (Exodus 29:4 Revelation 5:10). John also baptized to identify Jesus as their Messiah (John 1:31).

Acts 1:5 For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.

Acts 2:4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.

What John and Jesus spoke of in regard to the baptism of the Holy Ghost was fulfilled at Pentecost.

Ezekiel 22:21 Yea, I will gather you, and blow upon you in the fire of my wrath, and ye shall be melted in the midst therof.

Fire is associated with the wrath of God.

Matthew 3:7 But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?

John was baptizing when he saw the Pharisees and Sadducees and warned them to flee the coming wrath. The wrath John spoke of is the day of the Lord (Isaiah 2:12 Revelation 6:17).

The baptism of fire is the pouring out of the wrath of God. John was exhorting the nation of Israel to turn and recognize Jesus as their Messiah and be cleansed for his kingdom to escape the coming wrath. Luke 3:17 is speaking of the believing remnant of Israel being separated from the unbelieving nation of Israel.

1 Thessalonians 1:10 And to wait for his Son from heaven, whom he raised from the dead, even Jesus, which delivered us from the wrath to come.

Jesus has saved us as well from the coming wrath.

I see the baptism of fire as speaking in regard to wrath and not as some say the baptism of the spirit at Pentecost

For the Elect, the baptism of the Holy Spirit (Latter Rain) gives a person their new birth as a child of God. The child of God is then gathered to heaven (spiritually speaking, not literally). Immediately following this salvation event is the baptism of Fire which destroys the chaff (the worsened carnal spirit and the spirit of anti-Christ) that remains within same the person. Both baptisms are necessary for a person to be converted. After a person is converted, the child of the devil will be destroyed. This death satisfies the penalty of sin which is death.

This judgment (baptism of Fire) is shown below:

Mat 24:37 But as the days of Noe were, so shall also the coming of the Son of man be. 38 For as in the days that were before the flood they were eating and drinking, marrying and giving in marriage, until the day that Noe entered into the ark, 39 And knew not until the flood came, and took them all away; so shall also the coming of the Son of man be. 40 Then shall two be in the field (represents one Elect person who has both the Holy Spirit and spirit of anti-Christ within them); the one shall be taken (the spirit of anti-Christ/man of sin is taken and cast into the LOF for destruction), and the other left (the Holy Spirit/child of God). 41 Two women shall be grinding at the mill (the person's worsened spirit/Great Harlot and the Holy Spirit); the one shall be taken (the worsen carnal spirit/Great Harlot which is taken and cast into the LOF), and the other left (Holy Spirit).

And also in the scripture below:

Rev 19:20 And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone.

Those who are cast into the LOF will suffer wrath and be destroyed. They represent the spiritual components within the person that have made them a child of the Devil/man of sin.

Note the order of the salvation events for the Elect. The Elect receive the baptism of the Holy Spirit first then the baptism of Fire. Because of this order, the Elect (as a child of God) will not suffer wrath in their time of judgment.

The baptism of the Holy Spirit is what gives birth to the child of God who is gathered to heaven. This is shown below:

Mat 24:29 Immediately after the tribulation of those days (time as an apostate believer) shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken (this happen when the person receives the baptism of the Holy Spirit and their spiritual blindness is healed): 30 And then shall appear the sign of the Son of man in heaven: and then shall all the tribes of the earth mourn, and they shall see the Son of man coming in the clouds of heaven with power and great glory. 31 And he shall send his angels with a great sound of a trumpet, and they shall gather together his elect from the four winds, from one end of heaven to the other.

Following this event for the person is their baptism of Fire and is what this verse below is referring to:

Isa 66:16 For by fire and by his sword will the LORD plead with all flesh: and the slain of the LORD shall be many.

And also in this verse:

1Cor 3:13 Every man's work shall be made manifest: for the day shall declare it, because it shall be revealed by fire (judgment); and the fire shall try every man's work of what sort it is. 14 If any man's work abide which he hath built thereupon, he shall receive a reward (these are the converted Elect who are children of God). 15 If any man's work shall be burned, he shall suffer loss (the balance of mankind): but he himself shall be saved; yet so as by fire (baptism of Fire).

For the "lost" of the final age (those who suffer loss), they will be cast into the LOF before they are converted. Because of this order, they will suffer wrath. But before they perish, Christ will have mercy upon them and give them faith. This faith will make Christ's pathway straight for Him to come and pour out the Latter Rain of the Spirit. With the Spirit, the person is born again as a child of God who is then gathered to heaven. The child of the Devil will remain in the LOF for destruction. This death will satisfy justice.

This verse applies to this time of judgment in the final age:

Mat 23:23 Woe unto you, scribes and Pharisees, hypocrites! for ye pay tithe of mint and anise and cummin, and have omitted the weightier matters of the law: justice, mercy, and faith: these ought ye to have done, and not to leave the other undone.

Without judgment, a person cannot be converted.

Psa 33:5 He loveth righteousness and judgment: the earth is full of the goodness of the LORD.

Isa 1:27 Zion shall be redeemed with judgment, and her converts with righteousness.

Isa 4:4 When the Lord shall have washed away the filth of the daughters of Zion, and shall have purged the blood of Jerusalem from the midst thereof by the spirit of judgment, and by the spirit of burning.

Mankind is blessed by judgment:

Jer 4:2 And thou shalt swear, The LORD liveth, in truth, in judgment, and in righteousness; and the nations shall bless themselves in him, and in him shall they glory.

Jer 9:24 But let him that glorieth glory in this, that he understandeth and knoweth me, that I am the LORD which exercise lovingkindness, judgment, and righteousness, in the earth: for in these things I delight, saith the LORD.

Amos 5:24 But let judgment run down as waters, and righteousness as a mighty stream.

Baptism with fire and the Holy Spirit, is the spiritual plumb line over every person and day, evening and morning, as God divides the light from the darkness. Which began with Christ as firstfruits of the Spirit and those in Him since Adam, and continued to the general population, even unto the gentiles and every nation, at Pentecost.
