I am of the opinion that the scapegoat represents the devil, which would make for something more ominous.

It sounds more like a commentary from Jewish writers.
It reminds me of how Cain was made to wonder the wilderness and no one was supposed to kill him. Which is also reminiscent of Satan's fall from heaven.
