It is not arbitrary it is based on who is being addresses and what scripture says
[1Co 9:17 KJV] 17 For if I do this thing willingly, I have a reward: but if against my will, a dispensation [of the gospel] is committed unto me.
[Eph 1:10 KJV] 10 That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; [even] in him:
[Eph 3:2 KJV] 2 If ye have heard of the dispensation of the grace of God which is given me to you-ward:
[Col 1:25 KJV] 25 Whereof I am made a minister, according to the dispensation of God which is given to me for you, to fulfil the word of God;

Why would He submit ot the council of Jerusalem as told in Acts and again in Galatians if Peter and James and the other Apostles were not part of the body of Christ.
Sorry but you made a claim that the apostles and just Jewish church are not part of the body of Christ!
But they believed that Jesus is the Messiah and Jesus Himself said that upon that Rock He would build His church!
Even Paul said Jesus has made of Jew and Gentile one body- but you keep them separate. Sorry but Scripture shows you wrong.

[1Jo 3:23 KJV] 23 And this is his commandment, That we should believe on the name of his Son Jesus Christ, and love one another, as he gave us commandment.

Yes Israel had to believe on the name of Jesus before the cross for eternal life

No. Before Jesus came, they could not believe on teh name of Jesus! He wasn't known then. Israel just knew a Messiah was coming.
You were talking about the Jews during the earthly ministry of Christ but are now talking before that.......they had to believe God
