Are you saying that when Jesus told the 11 to receive the Holy Spirit, they refused?

Here are a few things to think about..
When Moses brought the 10 Commandments, 3000 died.
When the Day of Pentecost arrived, and those in the upper room were empowered, 3000 that day were (made alive) and added to the church.
So the Law was given and people died, and Grace was given and people were made alive.
Something else that you might notice is that Peter, on that day, spoke in foreign languages (Gift of Tongues), yet none of the 3000 that were added to the church did this.. except those in the upper room.
Its says that those among the 3000 heard Peter operate in that Specific Gift, but none of them did.
Did you ever wonder why?
He breathed on them a command.

Later, he showed them his resurrected, glorified self.

The Holy Ghost was not yet given because Jesus was not yet glorified when He breathed on them, correct?...

38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.

39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)

Jesus told them to """"""Receive the Holy Spirit.""""
If your bible omits this verse, then get a real bible.
38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.

39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)

Was Jesus glorified yet?

Ive often wondered how you explain 40ft Statues of Mary.

What is more amazing is that people argue against The Cross, not realizing they are deceived.
For example..
I can go to any FORUM, and say....." The blood of Jesus that saved you, keeps you saved".
And 100 heretics will come running and say "that is license to sin".

So, in these end times, before the Trib starts, its difficult to actually find believers who are not fallen from Grace.
Now, if i want to give water baptism the credit for salvation, or if i wanted to teach you some heresy regarding how you keep yourself saved by self effort, or if i wanted to teach the heresy of "you can lose your salvation", then id be the King of the party.

Can't do it tho., as to do any of that is to denigrate the Grace of God as co-equal to the works of a person.

you must exercise free will and cooperate with grace

Why doesn't the RCC obey Acts 2:38?

Because Acts 2:38 is the message that John the Baptist gave to the House of Israel.
Its all Peter understood in Acts 2.
Later, after JESUS Gave the Gospel of the Grace of God to PAUL.... There came a point when Peter understood this revelation, but not in Acts 2, as he didnt have the revelation of "Justification by FAITH".....yet.
See, this came from Paul, and Paul showed up after Acts 2.

So, the Gospel that we understand as Pauls, is not Acts 2.
The Gospel has no water in it., it only has Faith and Blood.

Did they have the Holy Ghost yet in Acts 1?....

8 But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.

So there’s more than one salvation
More than one gospel
More than one savior

explain Jn 3:16 whole world?
Jn 1:29 takes away the sins of the whole world?

THe Spirit was not given at Pentecost, yet.
But it was given to the 11 as soon as Jesus said..."receive the Holy Spirit"< and they did.

Notice also in your verse from John that this was before Jesus was Glorified.
So, now you are contradicting your own theology in the same post.
Maybe you should slow down and listen, verse getting ahead of yourself and posting verses that have no context.

Who is Jesus specifically talking to in that verse?

A.) The Acts of the Apostles.

Study it.
You'll note the connection.

Acts 2:38 is not the Gospel that Paul received from Jesus.
So I'll just stay with Paul.
Like this?...

19 And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples,

2 He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost.

3 And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism.

4 Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus.

5 When they heard this, they were baptized in the name of the Lord Jesus.

6 And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.

Jesus was speaking to an unwritten book?

No, the 11.

He told them to go to Jerusalem to receive the Holy Ghost and it's power.
