In the Old Testament, when nations lost, they would displace many of the people out of the area. Deport them far away.
And it makes sense to defuse tensions to decimate peoples by separating them, if they are apart, that makes it a lot harder for the losers to continue to fight and threaten the winners. Otherwise, they remain like a cancer.
