That's NOT what the story says at all. He was preached Christ Jesus, he believed and verbally confessed his belief, he asked about baptism since they were near a body of water, so, one can only conclude that part of the gospel Philip preached included the subject of baptism and it's absolute need, he was then baptized. And yes, contrary to your erroneous response, he was part of the NT dispensation, as are we since was after the death of Christ.The eunuch was not in our dispensation...he had to only believe that Jesus was the Christ, the Son of God as did Israel
