Define a short space in God's Economy.
The Eighth Empire that is the summation of the previous Seven is a Global Empire with the man of sin/lawless one/son of perdition/false prophet being the blasphemous emperor actualising satanic tyranny when all things Babylonish reach critical mass and God allows the restraints on Godless Human Government to be removed.
Rome is a type, or example, of Godless Human Government, so anything goes according to fallen human nature which deifies itself, as many Caesars did.
2Th 2:3-6 Let not anyone deceive you by any means. For that Day shall not come unless there first comes a falling away, and the man of sin shall be revealed, the son of perdition, (4) who opposes and exalts himself above all that is called God, or that is worshiped, so that he sits as God in the temple of God, setting himself forth, that he is God. (5) Do you not remember that I told you these things when I was still with you? (6) And now you know what holds back, for him to be revealed in his own time.
In the case of the 7th king of Revelation 17:10, continuing a short space is the 42 months of Revelation 13:5 after king 7 has become the beast-king - king 8.
Similar to....
Revelation 17:12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
.....is referring to the 42 months of Revelation 13:5 as well.

The woman turned whore, i.e. the Vatican will be burnt to the ground by the ten EU leaders who align themselves with the beast king. End of the papacy.

The seven heads of the beast are the 7 empires that enslaved the Jews: Ancient Egypt, Assyria, Babylon, Medo-Persia, Greece, Rome and the USA. At the time of John, the first 5 had already lost their power, and the USA had not yet appeared:
And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space. (Revelation 17:10)
The 10 horns of the beast are the 10 anti-commandments, each horn is opposite to the corresponding commandment of God.
A harlot is any Christian who loves this world. No matter what denomination they are in.
If you look at history you will see the similarities
The scarlet beast is satan the eighth king who gave his kingdom to the sea beast Rome
The whore is Jerusalem apostate Israel
The seven heads the first five Caesars of Rome Nero’s was the one that now is
The ten kings are kingdoms that Rome overtook

I don't know if you remember the 1970's film with Robert Redford and Paul Newman, - Butch Cassidy and the Sundance Kid.... when they were being chased in west by the Pinketon police and could not shake them.... they kept saying, "who are those guys!" Well, that is what came to mind when I read some of the responses to this question...."who are those guys?"
Marty, being scarlet color is one facet to the oppositon to God beast. Having 7 heads and 10 horns are two other facets to the opposition to God beast.
The opposition includes:
1. Satan, scarlet colored
2. Mystery Babylon the Great, the spiritual kingdom of Satan and his angels
3. Seven kings of the Roman Empire
4. Ten kings of the Roman Empire manifested in the end times
....the opposition to God beast, described in three chapters, as follows.....

I consider the Beast from the Sea in Revelation 13 to be a metaphor depicting the Eighth Empire of Revelation 17:11, to which the short time of 42 months apply, not excluding the duration of Papal Rome being its 7th Head for a short time.
Applications of 42 months mentioned in the Bible
The duration of 42 months appears several times in the Bible, often symbolizing a period of trial, tribulation, or judgment. Here are the key references:
1. Revelation 11:2 (NKJV)
> "But leave out the court which is outside the temple, and do not measure it, for it has been given to the Gentiles. And they will tread the holy city underfoot for forty-two months."- Context: This passage describes the Gentiles trampling the holy city for 42 months, signifying a period of desecration and oppression.
2. Revelation 13:5 (NKJV)
> "And he was given a mouth speaking great things and blasphemies, and he was given authority to continue for forty-two months."- Context: This verse refers to the beast that speaks blasphemies and is given authority for 42 months, representing a time of great tribulation and the rule of an anti-Christ figure.

5. Daniel 12:7 (NKJV)

The actual expression of 42 months is found in two places in the bible Revelation 11:2, Revelation 13:5.
1. Revelation 13:1 the sea beast has seven heads and ten horns.
2. Revelation 17:3 scarlet colored beast has seven heads and ten horns.
3. Revelation 12:3 great red dragon has seven heads and ten horns.
Here is what I would like for you to do... consider this general description for all three as "the opposition to God beast" , as that is the nature of all three.
Now lets take a look at the crowns, no crowns, as the case may be for each circumstance on the heads and horns. To figure out what is going on in the text..........

The Dragon is a separate entity to the Beast from the Sea, which is also the Beast on which Mystery Babylon the Great sits.
The crowns (7) on the Dragons heads represent sovereignty of complete corporate control.
The crowns (7+3) on the horns of the Beast from the Sea represent sovereignty of extreme executive enforcement.
I'll let others work out any geopolitical comparisons.
All three are a beast opposed to God.
Make an analysis of the crowns, no crowns, on the seven heads (kings) and ten horns (kings), like I did... for Revelation 17, Revelation 12, Revelation 13.

The woman is the false religious system of the end times.
The beast is the culmination of the fourth beast of Daniel and concludes with the Antichrist!
The seven mountains are seven kingdoms that have come and gone. and there are also seven kings (rulers) associated with these seven kingdoms. The antichrist is the 8th and final.
The ten horns are ten kings in the last days (or rulers) and the antichrist will conquer three and the other seven give their allegiance to the antichrist.
There is a very excellent book available called "Footsteps of the Messiah" by Dr. Arnold Fruchtenbaum that goes into great detail and traces this passage through many other passages, especially in Daniel.

Galba is not king 7. The other 6 you have correct, all of the Julio-Claudian family.

The ten horns (kings) will rule with the beast for one hour, Revelation 17:12. So those ten kings are end times kings, that have their crowns in Revelation 13:1, which there are 42 months left before Jesus returns. The beast rules for those 42 months.
One of the keys to understanding the various entities in Revelation 17 is to analyze the crowns/no crowns on the heads (kings) and horns (kings). See my post #28.
