That Spirit is specifically stated to be the Spirit of Christ. So the entire Old testament scriptures were all inspired by Christ Himself
Which fits as Christ is the Word of God.
So when God said Let there be Light, the Word was God and did that.
The Word was always God and God is obedient to His own self, the immutability of His counsel, HE cannot deny Himself

He was claiming to be the voice of God, or the Word of God; which he was. When Jesus said "I am." The Word of God, was manifested in the Flesh. Jesus was the Word of God, made born of spirit and flesh. Jesus was the Word of God incarnate in the flesh.

As a man, Jesus was most certainly a voice of God.
