Actually yes it does. And it has nothing to do with heavenly jerusalem. it is about the jerusalem that lay in ruins at the time of Daniels prayer.
24 “Seventy [e]weeks are determined For your people and for your holy city,
This is who the prophecy concerns
1. Daniels people (Nation of Isreal)
2. Daniels city - Jerusalem (earthly)
To finish the transgression, To make an end of sins, To make reconciliation for iniquity, To bring in everlasting righteousness, To seal up vision and prophecy, And to anoint [g]the Most Holy.
This is what will be fulfilled at the end of the 70 weeks.l concerning the people of Daniel and his city.

25 “Know therefore and understand, That from the going forth of the command To restore and build Jerusalem Until Messiah the Prince,
There shall be seven weeks and sixty-two weeks;
1. We have here a statement we can confirm. from the command to restor and build jerusalem (given in Neh 2) until messiah the prince will be 7 weeks and 62 weeks (literally 69 weeks)
2. We know this is weeks of years. or a seven year week. Not a 7 day week
3. This would be 483 years (according to the jerish calendar)
4. We know, by checking history. that the time from the command given to Nehemiah, until the day Jesus entered Jerusalem on a donkey as prophesied. was literally 483 jewish years. hence scripture is fulfilled and confirmed
we also know. Jesus was "cut off" immediately after he was introduced to jerusalem, just as Daniel 9 says he would.
