My belief is that we receive the Holy Spirit the same time we receive Christ. Some got it then, some did not so hands were laid upon others. I never got a big "woosh" or fire above my head, no tongues either but I know I have Him, Jesus promised us.

You kind of got me on #2, Samaria is in Israelis regions so it's a city, I think... :)

I do not have a "complete" understanding but the people were all willing...?

This is a very interesting subject for me, and I look at it having been raised a Lutheran and then converting to a more Charismatic position in my late adolescence. I could be wrong because I'm so affected by incoming theology and the persuasion of friends, but I think the following...

1) The Holy Spirit has always been at work in all men enabling them to conform to God's original mandate to live in His image. That is, the Holy Spirit is perfectly willing to help people live moral lives.

2) The Holy Spirit moves sovereignly at certain times, to give gifts, to give prophecies, to lead individuals and nations, and to indicate changes in covenant and administrations. After Jesus' work, the Holy Spirit came to administer a new covenant identifying with the life of Jesus.

3) The Holy Spirit is not just taking a cup of water of an occasional act of obedience to God. More, it is immersion in God's constant will, following His direction at all times, forming a partnership between God and Man, sometimes requiring specific obedience and at other times counselling the activities of our free will.

4) The Holy Spirit can go unrecognized if He is not explained and taught about by those qualified to do so. People are to be taught to surrender their independence from God, and their carnal ways, for walking with God and the recognition that God is a pure spiritual life, and not the crass activity of our rebellious nature.

Men are to be taught, if they are receptive, to not just do good works, but to surrender their independent nature for a completely new spiritual nature.

5) Beyond moral instruction, the Holy Spirit is the agent of ministry, both to others and to enable Christians to be witnesses.

What I notice is a lack of formulaic treatment of the baptism with the Holy Spirit.
- At Pentecost it came unannounced. The new believers were water baptized to receive the Spirit.
- In Samaria the baptized believers did NOT receive the Holy Spirit until the Apostles laid hands on them.
- At the house of Cornelius the Spirit came on the gentiles while Peter was still preaching. Then they were water baptized.
- At Ephesus Paul found some disciples that had not received the Spirit. He had them water baptized in Jesus' name and then laid hands on them and they received the Spirit.

John 3:8 NET
The wind[a] blows wherever it will, and you hear the sound it makes,
but do not know where it comes from and where it is going.
So it is with everyone who is born of the Spirit.”[b]

Well, in this 1st instance, in Jerusalem, we learn that the Baptism of the Spirit was new and different from earlier experience of the Holy Spirit in the OT era, the era of the Mosaic Law.

1) It required obedience to Jesus' word to display this 1st instance. Afterwards, there was no need to go to and wait in Jerusalem for this experience. It appears to be the formal initiation of the New Covenant era of the Spirit, in which we live by the guidance of the Holy Spirit as it pertains to Jesus' life, as opposed to the Law of Moses.

I will add this. Elsewhere in Acts we are told that being filled with the Spirit in the New Covenant is still a matter of obedience. "God gives His Spirit to those who obey Him." (Acts 5.32)

2) I don't think this nullified repentance as it existed under John the Baptist. Rather, repentance continued in the NT era under Jesus. The difference was between following Jesus or following the Law. The Baptism of the Holy Spirit is a matter of immersing ourselves in Jesus' spiritual life so that we follow him, and not outdated requirements.

If you read the accounts you find all the details are there.

- At Pentecost it came unannounced. The new believers were water baptized to receive the Spirit.
3,000 were baptized. Laying hands on each one would have doubled the work involved. Which is certainly possible, but why wasn't the laying on of hands used in Samaria, if that's the way it should have been done?

- In Samaria the baptized believers did NOT receive the Holy Spirit until the Apostles laid hands on them.
Laying on of hands was an additional step.

- At the house of Cornelius the Spirit came on the gentiles while Peter was still preaching. Then they were water baptized.
The Spirit came on them while Peter was preaching. Water baptism came later. No need to lay hands on them.

- At Ephesus Paul found some disciples that had not received the Spirit. He had them water baptized in Jesus' name and then laid hands on them and they received the Spirit.
This is the more common sequence of method. It differed from Pentecost, Samaria, and the house of Cornelius.

We need to remember that this is a time of great transition. We are moving from the Law and Judaism to grace and the church. The Holy spirit first appeared in the upper room.

Then to the streets of Jerusalem after Peter preached. then it kept moving on to people who had believed Jesus was Messiah but had not made the transition from Judaism to christianity.

Since these early times, anytime one believes in Jesus, they are immediately baptized by and in the Holy Spirit.

The four examples given indicate that it is a subsequent experience to the indwelling Spirit of a believer.

1) In Acts chapter one the believers were already indwelt by the Spirit. They were waiting for the subsequent experience.

2) In Acts chapter eight the baptized believers had not "received the Spirit". What evidence were they looking for?

3) In Acts chapter ten Peter was preaching when the Spirit came on the gentiles as it had at Pentecost.

4) In Acts chapter nineteen Paul had the believers baptized and laid hands on them to receive the Spirit.

If you are implying tongues- well that was teh sign then that the Holy spirit had been given.

But these instances were people caught "in the vacuum", for lack of a better term, between simply believing Jesus was Messiah and trusting in His death and resurrection for their sins.

Remember when teh church was born there were 120 people in the church. It had to grow from there and the signs you show were Samari and Gentiles which tongues were given to prove the Holy Spirit was indded given to more than Jews.

Tongues is a valid gift, but is very abused by the charismatic churches.

Acts 19, people were just baptized in JOhns Baptism

If you are implying tongues- well that was teh sign then that the Holy spirit had been given.
My point is that any manifestation of the Holy Spirit is evidence of the Baptism with the Holy Spirit. See 1 Cor. 12.

OK. Now I see what you are saying and I agree. However just know that the baptism of the Spirit may not immediately manifest any gifts. But in short order the persaon will start showing the fruit of the Spirit in some measure.

The Baptism of the Holy Spirit is for the enduement of power to manifest in gifts.

Yes it is an outflowing. But it does not come all at once nor manifests itself all at once. It is the process of dying to oneself and living to Jesus and learning the Word that allows us to shed the old and take on the new. some people learn and grow much faster than others, and some folks are like turtles. They plod along and at times seems like no growth in happening. But if they are saved god is working inside and sooner or later it will appear on the outside.

Agree. The word fruit used in the fruit of the Spirit is "harvest fruit"; the final product. Not automatic, or without the growth process.
