The early church never water baptized unbelievers. All water baptism performed by a man is for believers only.
And Jesus clearly taught those who believe in Him have passed from death into life. The reason is anyone who has believed in Christ, God has done His work in them, which is why they believe in His Son.
Jesus never baptized anyone with water, Jesus baptizes people into the church by the Holy Spirit of God.
Only people baptize other people in His name. And John the Baptist water baptism is not the baptism into the church for salvation.
Fact is there had to be evidence of faith for anyone to be water baptized. They had to say they believed in Christ, people doing water baptizing took them at their word. It is ceremonial, like a work of righteousness.
People repented and believed, people had the Holy Spirit poured out onto them and spoke with tongues as a visible sign of their salvation first before any water baptism.
Titus 3
3 For we ourselves were also once foolish, disobedient, deceived, serving various lusts and pleasures, living in malice and envy, hateful and hating one another. 4 But when the kindness and the love of God our Savior toward man appeared, 5 not by works of righteousness which we have done, but according to His mercy He saved us, through the washing of regeneration and renewing of the Holy Spirit, 6 whom He poured out on us abundantly through Jesus Christ our Savior, 7 that having been justified by His grace we should become heirs according to the hope of eternal life.
Washing of regeneration is what the Holy Spirit does and this is not water baptism ceremony performed by a man to another man.
Being born again is not brought about by water baptism. Some seem to present that as a truth. Jesus says we are born again only by the Spirit of God. Once someone is born again, they believe in Christ, and they have entered the kingdom of God.
But you know people hold tight to the things they were taught if they seem to make sense to them, as in they think it is true in their minds.
What happens a lot then is dissonance with other believers, such as contentions and dissentions, which are works of the flesh. Those who practice the works of the flesh will not inherit the kingdom of God. The fruits of the Spirit are the only true evidence we can see in someone's life that they are saved, and one fruit is faithfulness. The fruit of the Spirit is what we bear to God as a result of His Holy Spirit working inside of us all.
John 3
3 Jesus answered and said to him, “Most assuredly, I say to you, unless one is born [
a]again, he cannot see the kingdom of God.”
4 Nicodemus said to Him, “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born?”
5 Jesus answered, “Most assuredly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. 6 That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. 7 Do not marvel that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but cannot tell where it comes from and where it goes. So is everyone who is born of the Spirit.”
9 Nicodemus answered and said to Him, “How can these things be?”
10 Jesus answered and said to him, “Are you the teacher of Israel, and do not know these things? 11 Most assuredly, I say to you, We speak what We know and testify what We have seen, and you do not receive Our witness. 12 If I have told you earthly things and you do not believe, how will you believe if I tell you heavenly things? 13 No one has ascended to heaven but He who came down from heaven,
that is, the Son of Man [
b]who is in heaven. 14 And as Moses lifted up the serpent in the wilderness, even so must the Son of Man be lifted up, 15 that whoever believes in Him should [
c]not perish but have eternal life. 16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life. 17 For God did not send His Son into the world to condemn the world, but that the world through Him might be saved.
18 “He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God.
