Hell is designed as a prison. In the world who do we put in prison? People that murder, steal, commit adultery (used to). Hell has a purpose and it will keep perpetrators from God's children so that they can live in a heavenly family without harassment.

There are the fallen angels chained in hell, and certainly some demons. But there are still demons roaming the earth. I expect that guardian angels are responsible for protecting defenseless humans against direct attack from the demons.

But when someone sins in such a way as to submit to the demon, the guardian angel is limited on how much they may interfere in accordance with some unclear set of rules.

Let me provide an analogy.

A ship sinks in the Atlantic with many Americans onboard. The U.S. sends a rescue team. It's there to save everybody but ESPECIALLY the Americans.

Jesus saves all because he is merciful, loving, and CAPABLE of healing all people.
