The sea is as the spirit. The Word is cast into the spirit, but many only come to fill their stomachs, the desires of the flesh.

Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Can any one of you by worrying add a single hour to your life?

With the other vision coming to pass, this one could have a more ominous meaning.

I am concerned the loaf may represent the Catholic church, which was divided into many denominations. Now each is being tossed into the sea, where birds (demons) peck at them. Which might refer to the doctrines of demons taking them over.
