Okay, HEIC is an Apple format, so you have an iPhone.

Open up settings. Open "Camera". Open "Formats". Change to "Most Compatible".

To convert an existing photo from HEIC to JPG, email it to yourself. (I usually reduce it from "actual size" to "large". The email program (both iPhone native and my Yahoo mail app) converts it to JPEG.
Nope, I have an Android. I use a free converter, sometimes it let's me sometimes it doesn't. And, even that just a couple at a time. I just wish I understood why it suddenly changed the format as it hasn't always been this way. Just happened one day! I need a new phone anyhow. But thanks bro!

Android has a similar setting:

From the Camera app, select the Settings cog wheel>Advance picture options>see if High efficiency pictures are toggled on​
Android phones play nicer with PCs than iPhones do. If you have a PC, you can upload the photo and use an application such as the Microsoft Paint or Corel Draw to change the format.

No 'advanced pic options available in the tools...they make things so hard. I'll just do what I have been doing by sending them to my email and using a format app. Hoping to get a new phone soon anyhow.

My Samsung s24 is the best android ever, and I've owned Samsung phones starting with the S4. Always go for the best you can, even a used one.
