Yes, that appears to be the function of SB 1580 ... to prevent targeted litigation for denial of elective services. It specifically includes protections for essential services and anti-discrimination. A clinic can either provide hormone therapy for gender transition, or not provide hormone therapy for gender transition ... they cannot provide it for some, but not for others. An ER cannot refuse to treat a wound ... that is not an "elective procedure" that you would have been informed about before making an appointment.
So it is more "Religious protectionism" than any sort of "attack on rights" (like the Colorado Bakery, where they certainly had other options for providing a wedding cake).
