I remember an article where a group of church volunteers were shut down and fined for bringing prepared covered plate dinners to the homeless in the streets.

The American police of all things said it was because health codes on prepared foods couldn't be established. And this put the recipient population that otherwise ate out of dumpsters,at risk.
