As long as they know who the payments were to. Do like FBI used to do when they seized cash. Seize the money and make the person who it belongs to show the paper trail of the money and where it came from.

Other bad thing that happens, is congress and POTUS have sent money into programs for other countries, and they know where it went. Then the people who run those countries programs give it to NGO agencies, and that money filters back to US politicians.
