The text is Ezekiel 33:1-6
Summary: if a warning sounds, and you ignore it, you must take responsibility for the consequences. But, if you are called to be a watchman, and you do not give a warning when danger appears, you are responsible for anyone injured by your negligence.
Clearly: good Christians will not ignore warnings from God, or those appointed by God, except at their own peril.
But are we not also appointed by God to watch for impending danger, and sound ann alarm? Are we also tempted to keep silent for fear of ridicule?
