There is propaganda here but it is the doctor who is engaging it.
First notices the your of images of very small children falsely suggesting that medical intervention is goin on with such small children. It isn't.
At marker 0:15 he talks about there being no physical test for transgenderism implying that it isn't real. There are not physical tests for any mental state. There is no objective way to test if a person is happy but that doesn't mean that the person reporting being happy is some how not or the that of being happy isn't real.
At marker 0:38 he talks about affirming care but skips over the early recommendations I assume because those guidelines don't fit into his agenda.
at 0:42 he diminished trans children as playing pretend but recall earlier he went on about there being no objective tests. But if there are no objective tests how can he declare that its pretend?
He goes on about puberty blockers failing to provide the basic information that over 90% of puberty blockers are prescribed to children for the medical condition Precocious Puberty, that is puberty beginning at early ages such as age 5 or 6.
at 1:32 he talks about the "various harms" and problems of puberty blockers. Notice he doesn't actually identify these "harms". THE most common "harm" given out however is loss of bone density and that is based off of a 2019 study Gender dysphoria: puberty blockers and loss of bone mineral density which showed that some children on puberty blocker sand experience bone density loss However that study also showed that this can be negated by a calcium supplement, Specifically one flintstone chewable every day.
at 1:45 he turns into a conspiracy theorist "there are very small groups of people controlling these societies."
at 2:00 he lies and claims there is no research on this. A few seconds with google scholar shows that there are thousands of studies.
the rest of the video is just a listing of the all to common lies of the right wing. Sad really

In a 2022 deposition, he testified that he has never conducted any primary research related to gender identity, published any peer-reviewed studies about the efficacy of treatments or managed the care of a patient diagnosed with gender dysphoria even though he presented himself as an expert in the care and treatment of transgendered individuals.
When testifying in front of a Florida legislature committee he claimed that up to 90% of youths who identify as transgender end up "changing their minds" he got called on the carpet when members of the committee produced the studies he referenced and made him read actaul parts of that research into the record. One of the studies was by a non medical professional and was self published it came to its conclusion that 90% of trans youth change their minds by looking at a follow up survey of children who had been prescribed puberty blockers....of which only about 9% were transgender.
he testified before the South Dakota State legislature compared the policy of advising parents to not reject punish or abuse a child identifying as trans to "the Tuskegee experiment on Black men and human experimentation on children in Nazi Germany. "

Dr. Linda Seiler came out of the same-sex attraction, gender dysphoria, trans community after accepting Christ and walking through inner healing.
Laidlaw is exactly right. Instead of children being helped through gender dysphoria, they're being victimized by a bunch of political activists, psychiatrists and doctors looking to make a buck. Absolutely disgusting.

Was he right when he lied under oath about the research of other people?

Misnomers abound in this and other "scientific" studies.
Most publicly funded research goes through a vetting process at the NIH where the scientific methods are reviewed and agreed upon as to methodology and possible outcomes.
The peer review is not one where the researchers pick the reviewers but the NIH does that by asking recognized experts in their respective fields of study to review various aspects of the research study written by the researchers.
It is all about 3rd party disinterested in the outcome of the research.
And where this topic is hot politically much has already been accomplished in the UK with a hospital that gave puberty blockers and gender reassignment surgeries to any who asked with minimal limitations for restricting who could or could not have the surgeries. Those results are now subject to lawsuits by a minimum of 80% of all "transgender" patients. And there were hundreds of thousands of patients.
ALL are claiming irreparable harm as a result of puberty blockers or surgeries.
This transgender fallacy is another lie being forced upon the public to tolerate. The truth of the matter is that it's a sexual perversion where people become sexually aroused by pretending to be a different mature sex.
This perversion even extends to using prosthetics to nurse a baby.
I haven't watched the video nor wish to. It's not relevant as I hear fake science being tossed around quite readily already. It is not worth the time. And real research has already been done on people in the UK where human rights violations are different than in the US. (International scientific standards were met)
Also what has been proven is that when the scientific community gives credibility to those who claim to be transgender it further causes more psychological damage to the individual. Removing the possibility of these individuals becoming sane, constructive members of society.
