The Bible tells us that one can only believe in and follow Jesus IF they are blessed by God the Father to do so.
Ephesians 2:8-9
8 For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, 9 not a result of works, so that no one may boast.
Romans 11:25
25 Lest you be wise in your own sight, I do not want you to be unaware of this mystery, brothers: a partial hardening has come upon Israel, until the fullness of the Gentiles has come in.
John 6:44
44 No one can come to me unless the Father who sent me draws him. And I will raise him up on the last day.
John 6:65
65 And he said "This is why I told you that no one can come to me unless it is granted him by the Father.”
The Bible also tells us that spiritual blindness and deception are rampant in the world.
2 Corinthians 4:3-4
And even if our gospel is veiled, it is veiled to those who are perishing. In their case the god of this world (Satan) has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
1 Corinthians 2:14
The natural person does not accept the things of the Spirit of God, for they are folly to him, and he is not able to understand them because they are spiritually discerned.
John 8:12
Again Jesus spoke to them, saying, “I am the light of the world. Whoever follows me will not walk in darkness, but will have the light of life.”
1 John 2:11
But whoever hates his brother is in the darkness and walks in the darkness, and does not know where he is going, because the darkness has blinded his eyes.
John 12:39-40

Fortunately, unbelievers can be blessed with faith if they humble themselves and sincerely seek Jesus.

Ask, and it will be given to you; seek, and you will find; knock, and it will be opened to you. For everyone who asks receives, and the one who seeks finds, and to the one who knocks it will be opened.
Jeremiah 29:13
You will seek me and find me, when you seek me with all your heart.
