Many (most) have not had a first chance.
I believe that nothing is left to chance.

[
Isaiah 12:1
And in that day thou shalt say, O LORD, I will praise thee: though thou wast angry with me, thine anger is turned away, and thou comfortedst me.

Poem
85:3 Thou hast taken away all thy wrath: thou hast turned thyself from the fierceness of thine anger.
85:4 Turn us, O God of our salvation, and cause thine anger toward us to cease.
85:5 Wilt thou be angry with us for ever? wilt thou draw out thine anger to all generations?
85:6 Wilt thou not revive us again: that thy people may rejoice in thee?
85:7 Shew us thy mercy, O LORD, and grant us thy salvation.

So is chance inevitable?left to chance.

Lamentations of Jeremiah
3:42 We have transgressed and have rebelled: thou hast not pardoned.
3:43 Thou hast covered with anger, and persecuted us: thou hast slain, thou hast not pitied.
3:44 Thou hast covered thyself with a cloud, that our prayer should not pass through.

Enter-night in hell is not funny,I knew a little bit of the feeling,
"It feels like the terror of impending doom—amplified a hundredfold."
"Or like the desperate, helpless, spine-chilling dread you felt as a child after making a mistake—but a hundred times more intense."
I don't want anyone to really feel that feeling. I believe that people who feel that feeling are really willing to repent.
But will God give them a second chance?
Only God knows that.
God already told us.

Rev 20 They will be tormented day and night FOREVER ...

But there's a little scroll that hasn't been uncovered.............
You're hoping?

Jesus will say to BILLIONS of humans:

Matthew 25:41
41 Then He will also say to those on the left hand, 'Depart from Me, you cursed, into the everlasting fire prepared for the devil and his angels:

So is chance inevitable?left to chance.
I would ask, what is the source of salvation?
Most would make it the personal responsibility of the one in need of salvation.
As if they could save themselves. Whether a first chance, or a second chance.

I would posit that the finished and complete work of the atonement is the means of salvation.
Something God did through Jesus Christ on our behalf. Our death penalty paid in full.

1 John 2:2 NIV
He is the atoning sacrifice for our sins, and not only for ours but also for the sins of the whole world.

Ahhh,
I understand.

This is a human point of view. One God understands but does not share. God has HIS unique and special point of view that is different from ours. God is outside of time and perfectly Omniscient and Omnipotent. (Sovereign and many other things but the three that I mentioned are the relevant parts)

"Waste of life" is the concept that comes immediately to mind when pondering the sheer volume of humanity that rejected or is currently rejecting God.

Consider rare earth mineral mining....or even the Gold mining shows on television. Look at how many rocks and tons of dirt moved and processed to gain a pound of gold. To those miners its worth it. It pays the bills.

To God,
Providing salvation to people is somewhat similar with the volume of people He has to deal with. 5% of the entire Earth's population receiving salvation is a very good day for God. Any gold miner would retire immediately after such a haul. And that would be a Godly perspective of people. He created us. We didn't make God.

Almost 8 billion people on the planet. That's a lot. All narcissist enough to believe that they are special enough to deserve to live forever richly despite their rejection of God or believing in the god of Mohammed or the god of Buddha or some other nonsense.

There's a REASON God and the Angels in Heaven celebrate over a single sinner repenting. No different from a miner finding a one ounce nugget.

Just saying....

Can I encourage you to feel reassured that there is an opportunity (chance) that does not have a life expectancy or use by date. That the blood of Christ will never lose its effectiveness and is able to cleanse the sins of anyone and everyone who repents and believes forever without end. No restrictions on who can repent and be reconciled to their Creator.

The difference between God and His angels in this, is God knows every sinner who will repent but not the angels. They have to wait for them to cross the finish line before celebrating.

When we are in Heaven...just like the Angels, we too will become no longer bound by time. Look at Gabriel. First we see of him he is talking to Daniel, then he is talking to Zacharias....over 600 years later.

It is a 'class room'. The text Book is the Bible. 'Christians' sit in church and listen to a minister every week but are too LAZY to study the Bible themselves!

Jesus told the angels not to pull out the tares amoung the wheat until they were fully grown in case they pulled out the wheat.
