All are not children of God, no one scripturally is a child of God after they sin willfully and all people will sin.
You are only a child of God when God makes you born again. Only then are you in the family of God.
God does not condemn his children, His family they are made accepted into His beloved as adopted children, refer to Ephesians 2.
Someone who is 'OF GOD' means they are born of the Spirit of God and will not come into judgement but hav passed from death into life.
Only the devil and the devil's children perish in hell as they are 'children of wrath', hell bound sinners who follow after and listen to Satan, and are disobedient to God.
If all are children of God, then why would God bother making anyone 'born again' by His Spirit?
Hell, eternal destruction and the second death as Christ says was made for the Devil and His angels, unbelieving people go there also.

“Most assuredly, I say to you, he who hears My word and believes in Him who sent Me has everlasting life, and shall not come into judgment, but has passed from death into life. 25 Most assuredly, I say to you, the hour is coming, and now is, when the dead will hear the voice of the Son of God; and those who hear will live. 26 For as the Father has life in Himself, so He has granted the Son to have life in Himself, 27 and has given Him authority to execute judgment also, because He is the Son of Man. 28 Do not marvel at this; for the hour is coming in which all who are in the graves will hear His voice 29 and come forth—those who have done good, to the resurrection of life, and those who have done evil, to the resurrection of condemnation. 30 I can of Myself do nothing. As I hear, I judge; and My judgment is righteous, because I do not seek My own will but the will of the Father who sent Me.
Ephesians 2
And you He made alive, who were dead in trespasses and sins, 2 in which you once walked according to the [a]course of this world, according to the prince of the power of the air, the spirit who now works in the sons of disobedience, 3 among whom also we all once conducted ourselves in the lusts of our flesh, fulfilling the desires of the flesh and of the mind, and were by nature children of wrath, just as the others.
4 But God, who is rich in mercy, because of His great love with which He loved us, 5 even when we were dead in trespasses, made us alive together with Christ (by grace you have been saved), 6 and raised
us up together, and made
us sit together in the heavenly
places in Christ Jesus, 7 that in the ages to come He might show the exceeding riches of His grace in
His kindness toward us in Christ Jesus. 8 For by grace you have been saved through faith, and that not of yourselves;
it is the gift of God, 9 not of works, lest anyone should boast. 10 For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand that we should walk in them.
