Can you wear makeup during a fast?

Not as long as you wear it and don't eat it.;)
Now, I wouldn't wear makeup during a fast, but then, I'm a guy. (I'm also a smart-ass.)
Now that I got that out of my system (and I may have to add an apology and ask for forgiveness too), let me give a more serious, Biblical answer:
16 “Whenever you fast, do not put on a gloomy face as the hypocrites do, for they neglect their appearance so that they will be noticed by men when they are fasting. Truly I say to you, they have their reward in full. 17 But you, when you fast, anoint your head and wash your face 18 so that your fasting will not be noticed by men, but by your Father who is in secret; and your Father who sees what is done in secret will reward you. - Matthew 6:16-18
This is saying that if you normally wear makeup, then you should keep wearing makeup when you fast so as not to draw attention to yourself, and to the fact that you are fasting.

Right, so I take it you aren't a fan. This is getting a bit close to legalism - thou shalt not wear lipstick.

Only if deciding not to wear make-up was part of your fast when you started.
Make-up has nothing to do with witchcraft that I know of. And Jezebel wasn't a witch. There is one reference to her putting on her make-up, just before she was put to death (II Kings 9:30), but that was an act of defiance: if she was going to die, she was determined to die beautiful!

You could call sackcloth and ashes make up when you fast. In Isa 58 the prophet wrote this: -
5 Is it a fast that I have chosen,
A day for a man to afflict his soul?
Is it to bow down his head like a bulrush,
And to spread out sackcloth and ashes?
Would you call this a fast,
And an acceptable day to the Lord?
Makeup is only a window into your soul. The answer is found in your rational for putting on the makeup.When it comes to wearing makeup during a fast, it's more about the intentions of your heart and staying focused on the spiritual aspect of fasting rather than the external stuff. So, as long as your heart is in the right place and you're using makeup to enhance your natural beauty without it becoming a distraction from your fast, you're all good! Remember, fasting is a personal journey, so seek guidance from God and listen to your inner convictions.

Don't violate your conscience because of internet advice.
If you believe in your heart that its wrong, then don't wear it. I personally don't have an issue with it. But God sees our hearts.
Romans 14:22-23
English Standard Version
22 The faith that you have, keep between yourself and God. Blessed is the one who has no reason to pass judgment on himself for what he approves. 23 But whoever has doubts is condemned if he eats, because the eating is not from faith. For whatever does not proceed from faith is sin.[a]Isa 58 goes on to say this: -
6 “Is this not the fast that I have chosen:
To loose the bonds of wickedness,
To undo the heavy burdens,
To let the oppressed go free,
And that you break every yoke?
7 Is it not to share your bread with the hungry,
And that you bring to your house the poor who are cast out;
When you see the naked, that you cover him,
And not hide yourself from your own flesh?
8 Then your light shall break forth like the morning,
Your healing shall spring forth speedily,
And your righteousness shall go before you;
The glory of the Lord shall be your rear guard.
9 Then you shall call, and the Lord will answer;
You shall cry, and He will say, ‘Here I am.’
“If you take away the yoke from your midst,
The pointing of the finger, and speaking wickedness,
10 If you extend your soul to the hungry
And satisfy the afflicted soul,
Then your light shall dawn in the darkness,
And your darkness shall be as the noonday.
11 The Lord will guide you continually,
And satisfy your soul in drought,
And strengthen your bones;
You shall be like a watered garden,

And I will cause you to ride on the high hills of the earth,
And feed you with the heritage of Jacob your father.
The mouth of the Lord has spoken.”
I do not think that the wearing of makeup makes a difference when following God's fast to be a blessing to the people with whom you rub shoulders with.
