Foreign aid by country: Who is getting the most — and how much?
Gee, I wonder if politicians are pocketing any of this.

There are definitely better options than the way democracies or democratic republics are governed. But there are two sides to the equation -- the politicians on one hand and the voting public on the other hand. So here are some radical ideas to minimize or eliminate the damage done by politicians.
1. The term of office should be limited to just one year. Which means voters can fire politicians who fail to keep their promises within 12 months (or stick by their principles). The same term limit should apply to judges.
2. Every candidate must be required to post his or her position in a standardized format as an Affidavit, signed and notarized. Every critical issue must be listed and there should be boxes beside each issue for either a "Yea" or a "Nay". This must be done prior to any election so that voters know precisely what they are voting for.
3. Every politicians must be required to support a balanced budget and zero public debt. that must be a part of the Affidavit.
4. Taxes which are collected should be handed over to an independent Commission which is also accountable to the people and to the president. Which means that politicians can only make recommendations, but cannot make spending decisions. The Commission will handle the disbursement of taxes within a balanced budget.
5. A flat tax of 10% should be the only income tax on any citizen, business, or corporation. There can be no exemptions and deductions, and the Tax Code should be declared obsolete. This will eliminate all loopholes and will generate sufficient income for the essential services of a government. (And foreign aid is definitely NOT an essential service, and has done absolutely nothing to alleviate poverty.)
6. The wages of politicians must not exceed those of average wage earners. So the goal of the representative will be service instead of of become wealthy at tax-payers expense. And no perks should be allowed, just like in the business world.
7. Voting must be exclusively in person, using paper ballots, and with proof of citizenship. Voting machines must be banned, and ballot drop boxes and ballot harvesting must be declared as criminal activities. Only those who can genuinely prove disability which prevents mobility can mail in ballots. There are many people who still get around for other business though they claim to be disabled.
8. Government spending must be limited to only those items which cannot be provided by individuals or businesses and is meant for the general public (national security, public safety, etc). At the same time there must be a department to oversee government waste (which is staggering) and stop it.
9. Any and all legislation must be limited to a bill of no more than five pages of clear simple English. And an independent body should examine all existing legislation and call for the removal of harmful and/or obsolete legislation on a regular basis. There is a lot of very harmful legislation on the books since absolutely no one reads thousands of pages in legalese before votes are taken.

I really like your list overall.
This is the only one I do not agree with. It takes a while for a person to get their bearings in a new job. Rather, I propose:
- Any politician who votes for a budget that is not balanced cannot run for re-election.
- It takes 2/3 vote to pass a budget in deficit.
- 14A applies to polticians. No special retirement plans.
- No retirement plans of politicians until the debt is paid.
- Abolish the Federal Reserve. Return to the gold standard and outlaw fractional reserve banking.
- Political science shows through history 'the winner take all' system drives polarity. Therefore, embrace a parlimentary system of distributing representatives based on the % of the vote allocated.
- Repeal 17A. Senators, representing the States should be appointed again by the State legislators, as our ambassadors are.
- Representatives per Constitution, Article I, Section 2: 1 per 30K of population.
- In practice, it means breaking the USA into smaller republics to maintain effective manageability.
- Federalism may be maintained by creating ever smaller purposes for government covering large geographical areas.
- Repeal 16A. It is a basic tool of totalitarian government.
- Repeal 15A, 24A & 26A. Strictly limit voting to only US citizens who are direct tax payers.
- Breaking the link of a spending bill to those who pay for it is a recipe for over-spending.
- Re-institute poll taxes, to pay for the cost of voting.
- Presidential line-item veto.
- All bills must be 1-page in length and voted on directly by the people using the web one week in advance before their representatives formally vote on it. This accomplishes 3 things.
- No pork spending buried in a bill too large to read.
- No submitting a bill and demanding a vote before the people and representatives even have a chance to read it.
- Representatives will know if they are voting consistent with the will of those they represent.

Currently...(and for years)...Career “politicians”, seated in Governance positions, trading citizens Liberty, in backroom deals, that which LINES their own personal pockets with Wealth and Perks!

I tried to google how much the USA spends on disability payments for that year or any year for that matter to see how it compares. They won't say. So the real question is could the USA pay disability payments to the mentally ill which they deny for the most part so that most of them are living on the streets. Instead of paying for countries aid?

If the politicians including the FED Court Judges and the Supreme Court in the USA would stop trying to control political and moral change in the culture, and instead serve the people who elected them, then the government would work its best tho all governments are flawed as all people are flawed who make up Gov.
The other issue is.... these political agenda driven people have power, and they will do anything to keep it a little longer.
