I don't understand why you are asking this question. Please help me to comprehend from where you are coming.

Since that which was created (the heavens and the earth) by One who is uncreated, we are told that 'the Spirit of God was hovering over the face of the waters' (Gen 1;2 ESV). Doesn't that indicate some kind of presence? Or are you pressing for some other kind of understanding?

Yes God’s Presence "Spirit of God" (and as we know according to Jesus God is a Spirit,(Jn:4:24)), in verse two God tells us His Presence is within His creation. But was it in verse one, before God’s Spirit was over the face of the waters?


A little side note: If you notice when the Lord God demonstrated His Presence with His People and prophets, He parted the waters so that they would walk on dry land, but Jesus walked on the water as in hovering over, or on the face of the waters.
