You are using a hair splitting deffinition of what it means to obey the law and it is one view if any law enforcement officals would consider.see, you have changed the parameters here, by changing the perspective to what i am called to do, rather than what i can choose to do. The law works two ways, and i am not under the law until i choose the law to be on my side in a dispute.
To give an extreme eg. If you went to Saudia Arabia and where stupid enough to drink alchol in public, while also loudly insulting islam. There would be no question by the authorities about does the law apply to this foriegner. You would be arrested, charged, tried, found guilty and punished.
For breaking the laws of the land.
The problem with islam is it makes no distinction between secular and religous. Sharia is both a religous law and a secular law, it cannot be amended and this is one reason why many islamic states do not enforce sharia law, they want laws that can be adjusted.
